Kudos to the Winnipeg Sun for highlighting need for Winnipeg civil service to be consistent; if a $900m road project “unlocks” $1.8b in revenue from new suburbs, then staff can’t also claim maximizing 4plexs in older suburbs will save the city from “money-losing new roads & suburbs”
